I find myself desiring more tulpas as time goes on, but I've yet to ever cross the barrier of vocality with even one tulpa.
I have always had plans ideally for 2 tulpas, but I've also thought up a #3 and #4.
Reisen: Well, obviously focus on just one until you're successful, and you might even be satisfied with your first tulpa, can't know before you've been together for a while!(edited)

I work 10 hour shifts doing menial work so I usually just talk in my head. Recently been counting from 10-0 and then later 1-10 just trying to force my way past any mental barriers.
Trying to imagine tulpas in my area.
Like every time I get tinnitis I imagine it is me having heightened hearing for tulpas' voices.
I don't have a strong mindvoice, so I've been probably foolishly hoping I could either skip to auditory or visual imposition by sheer willpower
I imagine I just have to convince my subconscious to enable me to interact with tulpas, to let me perceive their voices or forms.
I'd love to be able to talk with tulpas, at least the one, in lucid dreams. I've only ever made attempts a handful of times, and I don't think even there I've found success. The one tulpa is supposed to be present in all my dreams, but I don't think they've ever been present to my knowledge(edited)

So when you talk to them, do you give them mental space/resources to reply?
Do you ever think about what they'd say?
What kind of response are you expecting, feeling wise? Sometimes people get stuck because they expect something alien and external feeling and end up not getting anything. A lot of the general advice has a sort of luck element in it, where if you talk to your tulpa enough you brain will finally give something in return, but that doesn't really work for everyone. If it's been 10 years, maybe you're in that "unlucky" group and need to try something else

not really a tulpa thing but it'd be neat to be able to change my perceptions of the world around me a bit, like swap the colors of stuff or selectively mute certain annoying noises

I'd say this is holdng you back a lot. If your brain doesn't know what they'd say, they may just not say anything or much of anything. You may have to extend yourself more to figure out what kind of person your tulpa is, what they'd say or do in different situations etc.
Consider how many people accidentally make tulpas through writing characters, roleplaying, or just daydreaming a lot. Their tulpas are built up through those processes and then become independent. That's one way to train your brain to tulpa. Also probably good for creativity.
Another thing, you didn't really answer my questions above, but I'm getting the sense you're expecting really alien responses from a tulpa. You may need to look at it differently and accept responses from your tulpa that are vague or feel similar to your own thoughts. They can become more distinct with more development, but they'll still be your brain having thoughts. You'll feel all their thoughts like normal thoughts

I would classify any guide that describes making a tulpa sentient as the hard part as a guide which is probably going to mislead you a little bit.

Reisen: The method they described is fairly traditional; thinking about who your tulpa will be, interests they may have and such is a common practice. Some people believe a tulpa should be a total blank slate, but aside from that making it harder to focus on creating them, it's been shown there's no issue with the "personality-forcing" approach as long as you tell people it's okay and even expected that their tulpa will change (deviate) from what they had exactly envisioned as they develop.(edited)

Our systemmate Lucilyn was created like this! Lumi thought about who and how she might be intently for a whole week before actually creating her, and as you'd expect, her personality changed a bit here and there almost immediately, and she went on to grow as a person as she had new experiences with the world over the following years.
I never forced personality. except for when I thought of "kind" and the word kept showing up whenever I'd think of it. Also they insisted that they're a separate consciousness but admitted that they don't know whether that's the case or what a consciousness is.
Long story short I used roleplay as a form of escapism to avoid an abusive relationship and my main character was an antagonist that I thought about constantly as it was my only way to feel safe. Blah blah blah accidentally made a tulpa with mostly negative and destructive personality traits
How many of you are able to give them a random math question, keep your mind blank while waiting for an answer and then answer it yourself to see if it matches up?
I would ask them for how long they've been aware for but could never get an actual answer but recently got "it's fuzzy" better than a random month where I wasn't even forcing
I think I have my own definition of sentience where the only requirement is receiving any alien response at all, and adding sapience which refers to when they're on par with you. sentience = feeling, sapience = wisdom
A lot of plural servers will discriminate against endogenics... Its normal... (And maybe understandable depending on the reasons...) Im surprised they didnt just straight up ban you.

Also, There is tulpa communities that restrict disordered systems because them giving advice to tulpamancers could be problematic... (That is a reasonable reason)
